ADU rules in Lakewood — what changed and what still applies

Lakewood is ahead of most of the metro here: the city allowed accessory dwelling units before Colorado’s statewide law existed. What HB24-1152 changed, effective June 30, 2025, is that Lakewood — as a subject jurisdiction — now has to allow at least one ADU where detached single-family homes are allowed, approve it administratively without a public hearing, and drop the barriers that used to stop projects.

Two of those barriers mattered a lot in Lakewood, and you’ll still find them repeated in outdated guides online: the city’s older ADU standards required the owner to live in either the primary home or the ADU, and imposed a minimum lot size. State law now bars subject jurisdictions from requiring owner-occupancy or ADU parking, and from applying dimensional standards to ADUs that are more stringent than what applies to a detached house in the same district. If you read a Lakewood ADU handout from before 2025, assume it’s stale — we verify your lot against the city’s current standards, not an old PDF.

Building an ADU on a Lakewood lot

On the ground, most Lakewood ADUs we’re asked about are detached backyard units on the generous mid-century lots in Green Mountain, Bear Creek, and the Eiber and Morse Park areas — where there’s real yard to work with — or garage conversions on the older ranches. On Green Mountain’s slopes, a walkout lower level sometimes makes an attached or basement ADU the better economics than building new in the yard.

The Applewood side, closer to Golden, has the largest lots in the city and takes detached carriage-house builds comfortably. Belmar’s contemporary infill is tighter, and the ADU question there is usually about what the lot geometry will actually allow.

Permitting your Lakewood ADU

Every ADU is permitted and inspected like a new home. In Lakewood that runs through the City of Lakewood’s Public Works Building and Construction Permits division, via Lakewood’s eTRAKiT portal. Under HB24-1152 the approval is administrative — no public hearing — but a detached unit still goes through full plan review, and utility connections, site work, and any required engineering are part of the scope. Any excavation also requires utility locates through Colorado 811. We handle the full path and give you a realistic timeline. Colorado has also been standing up a state ADU financing program through CHFA, and jurisdictions certified by DOLA as ADU Supportive make their residents eligible for additional funding — worth checking current status when you plan your budget.
