ADU rules in Golden — design, utilities, and licensing

Golden allowed ADUs before the state required it, and HB24-1152 has since removed the friction that used to stop projects: as a subject jurisdiction, Golden must approve ADUs administratively — no public hearing, no subjective design review, no neighbor veto — and can’t require owner-occupancy or dedicated ADU parking where the primary home doesn’t have a parking requirement.

What Golden does still control, and enforces, is how the unit looks and connects. ADUs here are expected to match the primary home’s style, exterior materials, windows, doors, and roof pitch — this is a city that cares about its architectural character, and “complementary” isn’t a suggestion. Utilities are the other Golden-specific constraint: ADUs generally share the primary home’s utility connections, and separate water or sewer taps aren’t permitted unless the city determines they’re necessary. That single rule shapes where an ADU can go on your lot more than almost anything else.

Building an ADU on a Golden lot

Golden’s terrain is the other half of the equation. On the sloped foothills lots toward Genesee and around North Table Mountain, an ADU means grade, drainage, and engineered foundations — the city requires caisson foundations to be inspected by a Colorado-licensed professional engineer with a stamped report. Flatter lots near downtown and in Golden Hills and Mesa Meadows are more straightforward, though downtown-adjacent homes bring older utilities and, in places, a historic character the design has to answer to.

One more Golden requirement worth knowing before you hire anyone: the city requires a contractor license for permitted work inside the limits, and ADUs remain subject to Golden’s rental licensing rules once tenanted. We work within both.

Permitting your Golden ADU

Every ADU is permitted and inspected like a new home. In Golden that runs through the City of Golden’s Building Department, via Golden’s ACA Citizens Portal. Under HB24-1152 the approval is administrative — no public hearing — but a detached unit still goes through full plan review, and utility connections, site work, and any required engineering are part of the scope. Any excavation also requires utility locates through Colorado 811. We handle the full path and give you a realistic timeline.
